The Officer Administering the Government.

I beg to report that in accordance with Your

Honour's instructions a rough estimate has been prepared of the cost of widening the road to the 11 mile point on

the Chefoo Road, from the 9th milestone on South Road to

Ts'ao Miao-tzu, and from Port Edward to Ch'iao T'ou, total

approximately 44 miles.

The estimated cost of widening the roads, altering bad bends, putting in concrete culverts, bridges, etc. and

Generally rendering them fit for motor traffic is $424,000.

It is estimated that the annual upkeep would cost

at least $32,000.

I would point out that if the proposed scheme is

carried through a totally different system of road mainten-

ance will have to be instituted.

The Government will have to procure a 10-ton steam

roller (pre-war cost about £350). Special quarries of

suitable stone would have to be reserved by Government and

the stone broken by piece-work at so much per cubic yard.

The nauling of the broken stone could likewise be done by

contract, but it would be advisable for the Government to

take the repairs into their own hands and to keep a staff

of road men with the necessary supervision.
